About the Index.
The GCC Sovereignty Index measures enterprise performance across the three pillars of Sovereign Finance Intelligence. It is published annually by ClayDesk based on assessment data collected through the SFI Maturity Assessment and direct client engagements.
The Index is not a ranking of enterprises by size or revenue. It measures the degree to which enterprises own — rather than outsource — their financial compliance infrastructure, structured financial data pipelines, and financial AI capability.

How enterprises are scored.
Each pillar is assessed on a 0–100 scale based on architecture decisions, data custody arrangements, and operational practices. The pillar scores are combined into a composite SFI Maturity score.
